At the beginning they where under the kings of Zhou, later they become Dukes ruling it by their own will, Qin was a corrupt state full of intrigue and assassination between the Ying family and ministers who put puppets rulers. There where just a few Qin Dukes who made a good name for themself, the Warrior Duke, Duke Mu, King Zhao, and Ying Zheng.
From all those Duke Mu of Qin is considered to be one of the most benevolent king of Qin.
King Zhao (The Grand Grandfather of Ying Zheng) is the king known to lay the foundation of Qin ascension to an empire.
Funny enough, Qin put and end to Zhou Dynasty, the ruling house of China that ruled for 700 years (More symbolic because they lose control of it for like 500 years).
